Proposed Amendment to AB-462 April 2021

Assembly Bill 462 (Licensed Professional Clinical Counselor Act) is currently making its way through the legislative process. If the bill passes through the legislature and is signed by the Governor, APCCs will no longer be required to meet additional requirements in order to expand their scope of practice to assess or treat couples or families as LPCCs. In addition, APCCs would no longer be required to log 150 hours of experience in a hospital or community mental health setting.  We will post updates as additional information is released.

The amendment proposes the following changes to AB-462.

NY LCSW (NYSED) Licensure FAQs

Below are answers to FAQs related to seeking licensure as an Licensed Clinical Social Worker in New York.  TrackYourHours applies to NYSED rules to your hours as you log them and alerts you whenever there is a potential issue.  TrackYourHours also assists you with completing the state required forms that document your supervised experience.

How many hours of experience do I need to complete for LCSW licensure in New York?

You must complete a minimum of 2,000 client contact hours.  All client contact hours in diagnosis, psychotherapy and assessment-based treatment planning may be counted toward licensure, if appropriately supervised.  You may not claim hours of experience that do not involve direct client contact.

What are the supervision requirements?

The supervision must consist of 100 or more hours of in-person individual or group clinical supervision distributed over the period of the supervised experience.

Who is qualified to supervise my hours of experience?

A psychiatrist, licensed psychologist, a licensed clinical social worker who is satisfactory to the department, may supervisor experience hours for licensure.

Are there any minimum or maximum time limits on my hours of experience? 

Experience hours must be over the course of three calendar years (minimum), but not to exceed six calendar years (maximum).

What forms must be submitted to seek licensure?

When submitting your application for licensure you must submit documentation of your supervised experience on the following forms:

  • Clinical supervision verification
  • Form  4 – Applicant Experience Record
  • Form 4B – Certification of Experience for Licensed Clinical Social Worker

How many hours of experience do I need to complete for LMHC licensure in New York?

You must complete a minimum of 3,000 hours of supervised experience providing Mental Health Counseling.

How many hours of direct contact with clients are required?

A minimum of 1,500 hours must consist of direct contact with clients.

Can I log and claim hours that are not direct contact hours?

Of the total 3,000 hours required, you may claim up to 1,500 hours of other activities that do not involve direct client contact, including but not limited to, recordkeeping, case management, research, supervision and professional development.

What are the supervision requirements?

An average of one hour per week or two hours every other week of in-person individual or group supervision must be provided in order to claim the hours of experience.

Are there any other requirements/restrictions that I should be aware of? 

When an applicant completes less than 3,000 hours in a setting, at least one-half of the hours must be direct at that setting; the remainder may be indirect. It is not acceptable to complete direct and indirect activities in different settings under different supervisors and attempt to combine these hours to meet the experience requirement.

What forms must be submitted to seek licensure?

When submitting your application for licensure you must submit documentation of your supervised experience on the following forms:

  • Form 4B – Certification of Supervised Experience
